PARLIAMENT · CHAMBER AND SENATE · OPEN DATA
Parliament in Evidence: the recorded vote, with source and hash.
Roll-call votes in the plenary of the Chamber of Deputies and the Federal Senate over the last 12 months, vote by vote, with the party guidance published by the Chamber. Cohesion, alignment and attendance are counts over those votes, each with its formula.
What this is
Position revealed by vote (VOTE_OBSERVED) is what the voting panel recorded: Yes, No, Abstention, Obstruction or absence, per member and per roll-call vote. Speech (SPEECH_OBSERVED) is the Chamber record of who spoke, when, in which phase and with which official summary; the transcript stays at the source. The two classes are never mixed: a member may say X and vote Y, and the difference is information.
This page gives no score, places no one on a left or right scale and recommends no vote. Alignment with a guidance counts votes equal to the guidance the leadership published; it does not say why the vote was cast.

Method
Formula Rice(party, vote) = |Yes - No| / (Yes + No), only when Yes + No >= 3; abstention, obstruction and absence are excluded
Formula party cohesion = simple mean of Rice over the open roll-call votes of the period where Rice was computed
Formula party alignment = votes equal to the own party guidance (or the federation guidance when the party gives none) / comparable votes (guidance and vote in Yes, No, Abstention or Obstruction; Free vote, no guidance and bloc-only guidance are excluded)
Formula government alignment = votes equal to the Government leadership guidance / comparable votes (same rule)
Formula guidance equal to the government = votes where the party guidance matches the Government leadership guidance / votes where both are comparable
Formula attendance (Chamber) = roll-call votes with a recorded vote / roll-call votes of the period; the API lists only who recorded a vote, so a substitute who took office mid-period shows a lower rate
Formula attendance (Senate) = votes where the senator is listed as present (voted, Yes, No, Abstention, present without vote or presiding) / votes where the senator is listed
Declared limits
- Parliamentary blocs: the API truncates the bloc name and does not say which parties form it; guidance given only by the bloc is left out of alignment. Federations are included (a federation acts as one party in the legislature).
- Senate: the API publishes neither party nor Government guidance; Senate alignment stays unknown. Secret votes count for attendance only.
- Chamber attendance: the API lists only who recorded a vote; a substitute who took office mid-period shows a lower rate. Leave and official missions are not separated from absence.
- The party of each vote is the one recorded in that vote; the member list uses the current party.
- Official text (description, summary, abstract) is shown in Portuguese, without HTML markup and with dashes as hyphens.
